PRS MODCAT Decoder

Basically if you have the old one, it is never updated or changed. I've got one up on Github that you (if you can figure out how to use Git/Github) can open an issue on or suggest a new change to the code (e.g., MODCAT value).

I can also take a look in here and add some manually. This isn't the decoder stickied here, but if you want your newer MODCAT to work, I've got a solution.
