1) Yeah, someone took the finish off the neck. The nitro on those old ones would/could wear pretty easily, and some folks (myself included) would just take it all off.

2)Buy any PRS with a maple neck and take the finish off it.

It would have originally had a finish on the neck. Clear poly coat, or nitro. Not sure which in '89. Judging by the straight line, someone has sanded the coating off to leave it as bare wood (or maybe oiled). PRS does a maple neck these days that would be similar to that. Feels like bare wood, that's for sure. Here's yours:
