I don't think that the guy moving the car was the owner/driver of that car. I think the guy moving the car was driving the sideways car backed up to the edge of the parking lot and that he was going to take that spot after he got the other car out of that spot. I say this because I have moved MANY cars out of their parking spaces and that is what it usually looks like when you are manually moving someone else's car out of a space without the owner's permission.
