PRS phase II NON locking tuners?

Nope. I've got an 01 Custom 22 which has the kind of tuner he's describing. They actually aren't terribly different from SE tuners. It's a stoptail though, so I've never really felt the need to switch the tuners out.

They were used for several years on the Hollowbody and Archtop models (98-02). As doom pointed out, they also used them on the stoptail CU22 for a while. They were pre-Phase II.

I have them on my HBII. Nice enough tuners, relatively light especially with the ebony buttons.
