I think it's just to help PRS gauge interest. They also send a reminder, but that's of minimal utility. I registered to let them know I'm looking forward to this!

Mainly to generate buzz, and make you feel like you have a vested interest, I suppose. And it gives them an opportunity to get you signed up to their newsletter, if not already on it. Typical marketing techniques!
