Phase 2 back to winged tuners?

Just as the title says...

Can Phase II's be replaced with original Winged Tuners?

perhaps I'm in the minority....but I like the wings, and I'm considering doing it to achieve a certain look.

Yeah they can, you'll want to look for the later version if you're afraid of drilling extra holes for the set-screw. I just did it last week.
