personally, I like to here the word "baby" at least 30 times in a song so I'm gonna say Robert Plant.

but seriously Robert Plant. I like that fantastical obscure narrative kind of stuff.

Also Bob Dylan of course. I only recently came to appreciate him. (I'm young)
I almost cried the first time I heard North Country blues.
 
I really enjoyed Gord Downey (Tragically Hip), though it may have been as much how his voice played the words as the lyrics themselves.
Brandon Flowers (Killers) appeals to me as well.

I’m drawn to people who tell an interesting story a bit sideways.
 
I've always liked Ben Burnley, I like how his lyrics are quite abstract. I've often interpreted a song one way then listened to it again and taken it a completely different way.
 
Petty was great; direct and honest lyrics that said something.

I’ll add Joni Mitchell to the list. Many, many great songs with astoundingly brilliant lyrics (and that voice)!

No one listed the Glimmer Twins, Jagger/Richards, so I will. Lots of great songs from those two. Holland/Dozier/Holland shouldn’t be forgotten, either.

I like Beck, and think Rob Dickinson of Catherine Wheel wrote some very fine lyrics, though he appears to have left the music biz to modify cars.

Sting is a fine lyricist. So many others too numerous to list.
