Heart...I dig them and Joan Jett scares the sh!t outta me...she looks mean...
Heart, no contest. Better music, better vocals, better songs. Joan Jett is a good punk band.

Strictly on a personal basis...Heart. Period. The opening to Barracuda followed by the pi$$ed off vox of Anne Wilson still stike me as 150% rock and roll.
Wow if there was ever a no contest choice this would be at the top. I've stated this in another post Anne Wilson probably has THE best female rock voice ever! Now were not talking pop or radio friendly here just listen to the recorded stuff Heart/Anne puts out. Of course its objective I know. Lets really get some hairs raised. The comparison would be like this Rush/Heart (Anne Wilson) is the polar (musical) opposite of Kiss/Joan Jett and the Blackhearts! here we go..........

Heart. They have been variously described as “Led Zeppelin with t!ts”, so what’s not to love?
