Can't feel this with my finger. Is it superficial or more serious? They aren't chips, they just look like.blemishes or spots where colour isn't very full.
So basically they are nicks without the indentation. It's like the skin of a bruised fruit. It's only cosmetic. To fix you would have to remove the finish off those small blemishes and refill.
