Does This Look Like a Refret?

I defer to y'all, I am no expert, but please advise if this looks like general wear / dirt on a 20-year old fingerboard, or a refret.

To me, looks like a mediocre refret, but maybe I'm just picky. Should I be concerned...?

Can you post "glare shots" of the side of the fretboard? If the finish is gone from the fret tangs (on both ends of the fret), it's almost certainly a refret.

There are few people who respray the finish on the sides of the fretboard (over the fret tangs) after doing a refret. So... don't assume it isn't a refret if you still see the finish.
 
Wow. This is an old one, eh?

The finish pop and the green patina on the fret ends make it quite difficult for me to feel secure with one guess over another.

IN MY OPINION this is not a refret. I base that opinion on the image below. The fret end that is clearly visible (to the left of the right fret marker) matches the contour of the rolled fretboard. Unless it was re-fretted and then rolled some more (which is a possibility), that would be pretty tough to match.

Again... just my opinion.
