CE24 2024-25 year difference and Phase 3 tuners vs ‘normal locking tuner’

Hi all, I know the 2025 CE24s now come with Phase III tuners, but I can’t find a 2025 anywhere here in Spain. So I’m going to get a 24. I have two questions; can any tell me what the Ph.3s difference are to the 2024 CE24 tuners (which I think are SE tuners?) and, besides the tuner upgrade, are there any other differences between the 24 and 25 models
