Buying a used custom 22, a few questions about authenticity

Hi all, first post hopefully of many (once i join the club) Im currently looking at a custom 22 (images below) they guy im buying off doesnt seem to know too much about the guitar as he said it was a present for his 40th.

The serial checks out but its the tuners that have me stumped, should this not have phase ii tuners? Or am i worrying over nothing?

There was a period of a few years, from like 2000-2004-5 that PRS used non locking tuners on their non-trem guitars...
