crackling noise

I traded for this amp a few months ago, but it appears fairly new. It has a crackling sound, like intermittent static, not long after it’s on. Any ideas? It seems to be a noisy amp anyway - a lot of hiss when pushed up even only half way. This occurs even on the clean channel - I don’t like the...
