How do I know what tuners is which? I haven't changed them, they are stock. They are locking tuners

Hey, I have a PRS custom 22 that I bought sometime in the mid 2000's. I have the hang tag it says serial # 91360, the 9 meaning it's either 1989 or 1999 and 1360 shows that the neck was made in 1986? I'm a bit confused since the back of the headstock it writes 4 91360, would that mean it's made...
